Can I Beat Pokémon FireRed if All Enemies are Fully Evolved?

I modded the game and made EVERY single trainer's team fully evolved. That's including every Gym Leader, every Rival battle, and every Trainer team. I scoured the region and gave everyone a huge power boost. Brock's Onix? He's now Steelix. Random trainer in Misty's gym with a Horsea? Have fun facing Kingdra! Is this version of FireRed even beatable??
