In this video, I tested NVIDIA's GeForce RTX 4090 with Ghost of Tsushima at 3840x2160 native resolution. No DLSS (upscaling) or frame generation was used. It looks like the RTX 4090 is not powerful enough to drive a game that was originally released in 2020 and recently got a PC port.
I'm using an MSI 321URX QD OLED monitor, and the RTX 4090 can't even reach 120fps average in 4K native resolution. If you're aiming for more frames, DLSS or FG are needed for smoother gameplay. However, considering this is a single-player title, I believe 90 to 100fps is already quite playable.
