If you look closely at the last frame, you will see that there is a photo of that restricted tape of Huggy, where he escaped. I checked and in a restricted part of the tape it has the same sound at the end of the kissy tape. I don't know if it was really a bug at the end of this short, but the image of the car in Huggy's restricted tape is clear.
