Not even the first time a main series Pokémon game has been something other than E; in Europe, the rereleases of the Red, Blue, Yellow, Gold, Silver, and Crystal for the 3DS virtual console were 12+ because of the game corner's slot machines (gambling). If you're referring to just America, then sure.
