To be fair for SV, in a game like this, where a Pokemon's attributes are determined the moment they spawn, it might have been too complicated to program shiny odds for a Pokemon that needs to be interacted with in order to generate those attributes. Granted, I know nothing about coding so I might just be spitting nonsense, but that's the best reason I could think of

i just realized if every pokemon is a legendary then that means bug catchers and other NPCs have a chance of having giratina dialga palkia or even arceus as their level 5 pokemons

I think they're shiny locked because the one you see in the otherworld is the same as the one in the battle? Its possible there were some complications that, like with the shiny noise, prevented them from properly adding them. The Pokémon Company doesnt usually shinylock legendaries for no reason (e.g. Box Arts being, not only on the box art, but also playing a big part in the story, so it'd be weird if said legendary were just randomly another color) so I assume something like that happend

To me shiny locking is the same as giving us an incomplete game. Its supposed to be part of the game so why prevent the players from experiencing it. WHO'S IDEA WAS IT???!!!
