For me the reference to 'naked children' feels like an allusion to the act of baptism, emphasising the notion of the burst pipe as a sacred blessing and connoting a sense of life rejuvenated after the endless drought which is described in the opening stanza.

The fact that Dharker says "There never is enough water" in the first stanza - and then goes onto mention how the pipe bursting allows people from many streets to collect water(in the 3rd stanza) - shows just how underprivileged this community is. Its not the fact that there ISN'T Water - but rather the fact that this community is underprivileged to the point they can't afford the necessities , like Water.
