A filler arc makes all the sense in the world. They need time to write and animate the main story properly so they make these in-between patches to which they dedicate less resources and staff. I bet the main team is working like crazy on the main quest while the remaining ones come up with this quickly xD. Else, this'd be impossible. It still looks like a lot of fun though.
